Saturn V third stage, command module (where the astronauts lived during the flight to the Moon) -- I think that's the cylinder that continues where the cone ends; the spike at the end is, I think, the Little Joe rocket. It can be used for the command module to escape the Saturn V if something goes wrong.
The Saturn V rocket is mounted horizontally for display in the Houston Space Center rocket park, with the stages separated from each other, so the visitors could get a good look at the engines.
