Neosensory vest, displayed at the BodyHackingCon expo in January 2017 in Austin, claims to translate sounds into vibrations that let you understand speech through the sense of touch. The dots vibrate in patterns that supposedly let you distinguish words.
I didn't try it on, but I saw it at the BodyHackingCon expo and observed a member of the public wearing it and a vendor trying to convince him that he can tell individual words apart. I didn't ask for specifics, because it's always more fun to try to guess and get it wrong.
More in my blog post about BodyHackingCon.
